Oil spill out-of-control in Venezuela!

State of emergency has been declared in Monagas state after a major oil spill.  Citizens are crying out for help to contain the oil spill which is destroying the Guarapiche River and wildlife. Citizens are affected with illnesses related to the oil spill that took place a few weeks ago, and are complaining that PDVSA, Venezuela's oil company, is not doing enough to contain the spill as reported by the following  news reports:
The Guarapiche River supplies the drinking water to the state.

Civil organization "Gente de Petroleos" blame PDVSA for negligence in reacting to the oil spill in the Monagas state allowing 60 thousand oil barrels to fall into the Guarapiche River, and for low maintenance of the oil installations.
