Is Hugo Chavez's providing disinformation?

Journalist Eleonora Bruzual commented in her radio broadcast on this date that Hugo Chavez brought to Cuba his Comptroller General for medical procedures:
In the first public comment in the attached link a physician explains that Chavez's medical condition was not urgent:
the infamous leader seems to purposely seek medical attention in Cuba while Venezuelan hospitals lack basic necessities:
